Katie Weichman Zulkoski is the founding member of Zulkoski Weber, starting the firm in 2015. Over the course of her career, Katie has built deep relationships and credibility with Nebraska’s decision makers and forged strong bonds with clients across the country. Katie has been crafting successful legislative strategies for clients of all sizes for nearly twenty years. With these years of experience working alongside senators, Katie is known for turning client priorities into action and helping clients navigate Nebraska’s legislative and regulatory processes with confidence and clarity. Katie graduated from Creighton University School of Law with a certificate of concentration in Business Law, where she ranked first in her class.

MICHELLE WEBER
Michelle Weber is a lawyer and legislative strategist with deep experience navigating complex policy and regulatory issues at both the federal and state levels. She is a co-founder of Zulkoski Weber, where she represents clients before the Legislature and state government on high-stakes policy matters. Raised on a family farm near Blue Hill, Michelle’s work has long been rooted in agriculture and natural resources. She worked as an Assistant Attorney General on ag and environmental matters and then spent more than six years in Washington, D.C., working in the U.S. Congress, including service to two Nebraska U.S. Senators and the House Committee on Agriculture. During her time on Capitol Hill, she worked on agriculture, energy, infrastructure, environmental, and trade policy. Michelle has built a legislative practice centered on turning complex legal and policy issues into effective, practical strategies. Michelle received her Juris Doctor with high distinction from the University of Nebraska College of Law.

BRAD DEMERS
Brad DeMers grew up in Osceola, where working on a neighbor’s farm instilled in him a deep appreciation for Nebraska values. He has built a broad and well‑rounded career in government and legislative affairs, earning a Master of Public Administration and gaining experience at all three levels of government. Brad has interned for a U.S. Senator in Washington, D.C., worked in a State Government Budget Office, and served in three municipalities, including the City of Kearney. During his time with the City of Kearney, he monitored the Nebraska Legislature and lobbied on behalf of the City’s interests, further strengthening his expertise in policy and advocacy.

NANCY OSMERA
Nancy Osmera is the office manager and has been with Zulkoski Weber since its founding. Nancy has extensive experience in the governmental relations field. Nancy’s responsibilities include the day-to-day business/administrative functions of the office, supporting the partners, all accountability reporting, and assisting with legislative tracking and communications. Prior to the government relations field, she worked at the Lancaster County Attorney’s Office and at the University of Nebraska Board of Regents Office. Growing up on the family farm near Brainard, Nebraska, taught her a great work ethic, which translates into great customer service for our clients. Nancy received her Bachelor of Business Administration with highest distinction from Nebraska Wesleyan University.

MADISON IMIG
Madison Imig joined Zulkoski Weber in the winter of 2023, bringing a strong passion for Nebraska and a commitment to impactful communication. Raised on their father’s ranch in Lakeside, Nebraska, Madison developed an eye for detail and a deep work ethic that is the core of what they do at Zulkoski Weber. Madison is a Big Ten Champion in competitive speech and a national semi-finalist in extemporaneous speaking during college. They graduated from the University of Nebraska-Lincoln with a B.A. in English Studies in December of 2022. At Zulkoski Weber, they prioritize quality communication to set clients up for success. Outside of work, Madison shares their expertise as a coach for the University of Nebraska-Lincoln’s college speech team, furthering their love for mentorship and public speaking.
